The Value of Local: An evaluation of the neighbourhood management approach of EastendHomes

The LSE Housing and Communities team at the Centre for the Analysis of Social Exclusion (CASE) was commissioned in 2019 to carry out an evaluation of the neighbourhood management approach of EastendHomes. This report brings together our research over 12-18 months, from September 2020 – January 2022, in which we explored and evaluated the local neighbourhood management approach of EastendHomes. We spoke to staff, residents, board members and external partners and stakeholders. We visited the areas (in a more limited way than initially planned due to the COVID-19 pandemic) and gained great insights from those living there through phone interviews during the spring and summer months of 2021. Our key objective was to explore how effective the EastendHomes approach is and to evaluate how well it meets the aspirations of its mission and vision: • To provide a local housing service which is efficient, gives value for money and meet the needs, priorities, and aspirations of all residents. • To achieve the comprehensive regeneration of our estates and to bring about a sustained improvement in the homes and quality of life for residents. We also looked at the social value of EastendHomes’ neighbourhood management approach, and provide recommendations for how EastendHomes can further define its social value mission and objectives.
