This covers the existence and design of policies and how institutions functions to recognise and respond to diversity, and in relation to the promotion of dignity and respect in the treatment of all.

• Are there institutional frameworks for public services that recognise diversity and promote equality?
• Are there policies in place that ensure that all in receipt of public services are treated with dignity and respect in the delivery of these services?
• Are there adequate support and translation facilities available to ensure that all can access essential public services?
• Is there a complaints system in place which effectively deals with public service cases where there has been a lack of dignity and respect in the treatment of others?
• Are necessary adaptions made to ensure that people with disabilities can access public services?

• Share of people working in public service occupations who have received diversity and equality training
• Number of complaints made about the treatment received from those working in public service occupations (by characteristics of complainant)
• % of hospital patients reporting that they are not being treated with dignity and respect (by characteristics)
