Comfortable living conditions are shaped by access to safe, secure and good quality housing and extend beyond housing to the local environment and geographical mobility.

While differences in economic resources are important for securing these conditions, governments have a key role to play in terms of housing provision, planning and regulation. Independent living may require alterations to housing, public transport and facilities for some groups such as people with disabilities and the elderly.
